Mr. Kemper will discuss Cross Bore damages and the way his company has responded to the issue as an underground construction company in its own internal construction policies and practices, and in its activities on the state and national level to effectively address the issue. NPL Construction Company serves investor-owned and municipal local energy distribution companies throughout the US. NPL has helped focus national attention on the problem of unmarked underground facilities, resulting in changed state statutes and enhanced enforcement to get more facilities located and marked so they can be exposed and damage avoided.
